An Indian highways regulatory authority was looking to develop a comprehensive database for its asset inventory and an asset monetisation (AM) strategy with a steady pipeline of monetisable assets
We undertook identification and review of relevant toll-road assets from the portfolio of the authority’s currently operational and upcoming assets based on asset characteristics to develop a comprehensive asset register. We also undertook the development of an AM strategy, with specific focus on domestic (local currency) financial markets by reviewing the existing AM framework and assisting the authority to rank the asset pools. Finally, we evaluated the appropriateness of an innovative AM model, such as asset-backed securitisation, including through securitised debt instruments.
An international infrastructure guarantee fund wanted to undertake a thorough project appraisal and economic and financial evaluation of a toll road constructed under the PPP mode
We conducted economic and financial evaluations, verified the methodology and results of the project demand analysis, including traffic projections and proposed tariffs, and developed a traffic model. We also developed financial models to assess the project’s financial feasibility, and identified the project’s economic costs and benefits based on travel time and safety benefits. Additionally, we calculated the present value of benefits (PVB), economic internal rate of return (EIRR) and net present value (NPV), as well as identified and provided assessment of project risks.

We assessed the screening process for the list of roads to be financed and conducted secondary research on state budgets, economic and human development indicators, and other relevant factors to provide context on the state, road sub-sector and project.

We assessed and prepared a feasibility study, a PPP procurement plan and draft procurement documents by assessing and reviewing existing documents. We conducted technical, financial, economic, legal and risk analysis as well as value-for-money analysis. We also assessed the fiscal, social and environmental impact.
